Elaine Rudolph-Carter recently joined NETBank Audit as a Regulatory Oversight and BSA Specialist. Her focus at NETBank Audit will be enhancing and building BSA and Compliance offerings as well as assisting/leading audits. She will work with leadership on the relationship management side as a subject matter expert and assist with BSA/Compliance auditing and consulting.
She is a retired Federal Reserve Bank Examiner and Policy Analyst with extensive experience with Bank Secrecy Act/Anti-Money Laundering (BSA/AML) legislation. Most recently, she was a Lead BSA/AML Policy Analyst at the Board of Governors of the Federal Reserve System. Prior to joining the Board of Governors, she served as a Managing Examiner of a team of bank examiners who specialized in BSA/AML/CFT and fraud at the Federal Reserve Bank of Richmond. She is also a founder and board member of the award-winning BSA Coalition, which was recognized by ACAMS for its work connecting the private and public sectors in the fight against financial crimes. Elaine is also a past co-chairman of the Virginia Chapter of ACAMS and the editorial committee of ACAMS Today.
Elaine started her Federal Reserve career as a Consumer Affairs Examiner where she participated and led numerous compliance examinations. Elaine obtained her Bachelor of Arts degree from Furman University and her Master of Business Administration with honors from Virginia Commonwealth University.
Mr. Harvey holds a Bachelor of Science degree from DePaul University and is a graduate of Northwestern University National Trust School.
